With Windows 7 and the upgrade to Windows 10, I could install & play the game: Elder Scrolls Online. Up to build 9926, ESO had some files missing but doing a repair would fix this issue. The installation process has 2 parts, the initial launcher then a secondary launcher, which will first install the Game Launcher and Uninstaller. It's at this point that the process automatically quits at 62%. I've tried running the launcher in compatibility mode for Windows 8 and Windows 7, but with an without Admin privileges.

Fortunately I was able to go to the ESO folder and manually continue the installation process. What I'm curious about is what changed that caused the installer to crash and will this affect other games/people?
I downloaded the game (50GB) through steam, started the launcher and was promptly asked to download it all over again.

I went to steamApps and saw that it had created two folders - the 50GB folder steam downloaded, and the 32GB folder the launcher had allocated (same map name, but with (EU) at the end). It wouldn't allow me to copy the files I just downloaded to the EU folder, so I had to re-download everything from the launcher. The 50GB I just downloaded through steam was seemingly worthless.
If I download the launcher through elderscrollsonline.com, the total size it requires for download is 32GB. I don't really know what's up, but it seems steam is downloading a version that's no longer in use. I'm on a 1GB connection so it's not that big of a problem, but if you're on a slower one you might want to skip the steam version.
EDIT: Steam downloads the NA version of ESO, so if you pick EU as your megaserver in the launcher you are prompted to re-download the game because the launcher expects the files to be in: SteamAppscommonZenimax OnlineThe Elder Scrolls Online EU. A quick fix is to add EU at the end of the folder that steam downloads - this will make it so the launcher only downloads updated patches instead of the whole game.

EDIT 2: You can also shave off around 17GB by deleting the french and german vo folders and intro movies if you only want the english version.
